For fun I decided to make a Y2K inspired website on Neocities: http://nicoleoyama.neocities.org where I put it together in a mere day. I wanted to recreate the way I would have designed it when I was younger. Mostly piecing things together as you look over other fan pages and try to figure it out on your own.
